No person shall stop, stand or park a motor vehicle on any public park right of way or area intended for park patron use only, and any such public park right of way or parking area is hereby reserved exclusively for park patrons. If any vehicle is found stopped, standing or parked in any manner in violation of this section, and the identity of the operator cannot be determined, the owner, person, corporation or named lessee in whose name said vehicle is registered shall be held prima facie responsible for said violation.
