Any person who shall erect, construct or reconstruct any building which involves structural alterations or which involves an increase in floor area without first obtaining a zoning clearance from the city and a permit therefor from the building inspector shall be guilty of a class C misdemeanor and subject to penalty as provided in section 1-4-1 of this code. Any person who shall change the use of any building or other structure or use of any land within the city in violation of the provisions of this title, shall be guilty of a class C misdemeanor and upon conviction thereof, shall be subject to penalty as provided in section 1-4-1 of this code.
