8-2-1: CONNECTION REQUIREMENTS:
   A.   Residential: Wherever economically feasible, in the judgment of the city, an underground secondary irrigation system shall be installed and the city's permission to run open ditches on city streets and rights of way shall be revoked. Said secondary irrigation system shall provide water on a seasonal basis for lawns, gardens and other outside uses. Each residential lot served by the system shall, upon compliance with this chapter, be furnished with a riser at the lot boundary. Multi-family dwellings and trailer courts shall likewise be furnished with a riser at the lot boundaries upon request. Water from the secondary irrigation system shall not be used in buildings or swamp coolers, except for greenhouses and buildings used for animal production.
   B.   Commercial: Wherever economically feasible, in the judgment of the city, commercial properties may be hooked onto the secondary irrigation system, upon compliance with provisions of this chapter.
   C.   Vacant Lots:
      1.   Hookups shall be established on unused or vacant lots; provided, that the following requirements are met:
         a.   There is an existing or pending building permit; or
         b.   Said lot is presently served by the open ditch system.
      2.   Said hookups are available only upon compliance with the provisions of this chapter, application to and approval by the city council and the payment of all fees and assessments.
   D.   Outside City Limits: Hookups to the secondary irrigation system outside the city limits shall be considered by application to the city on an individual case by case basis; provided however, that such connections are discouraged and fees and charges therefor must reflect the fact that areas outside the city do not pay city or Castle Valley special service district mill levies.
   E.   Subdivisions: No subdivision, condominium or planned unit development shall be approved by the city unless the plans for the same include construction, at developer's own cost, of a secondary irrigation system to the city's and the Castle Valley special service district's specifications and to be inspected by the city and the Castle Valley special service district.
   F.   Authorized Personnel Only: It shall be unlawful to hook onto the secondary irrigation system or to make repairs or maintenance on the same, except when done by personnel authorized by city. (Ord. 4-26-83, 4-26-1983, eff. 4-26-1983)
