This chapter shall be construed under and in accordance with the laws of the State of Texas and the city charter and this code to the extent that such charter and code are not in conflict with or in violation of the Constitution and laws of the United States or the State of Texas. All obligations of the parties hereunder are performable in Ellis County and/or Dallas County, Texas.
