§ 150.001 INTERNATIONAL CODES ADOPTED.
   (A)   Adoption by reference. The 2018 editions of the International Building Code (IBC), International Residential Code (IRC), International Plumbing Code (IPC), International Mechanical Code (IMC), International Energy Conservation Code (IECC), International Fuel Gas Code (IFGC), International Property Maintenance Code (IPMC), International Existing Building Code (IEBC), International Swimming Pool and Spa Code (ISPSC), ICC Performance Code (ICCPC) and 2020 edition of the National Electrical Code are hereby adopted by the city. Unless deleted, amended, expanded or otherwise amended herein, all provisions of such codes shall be fully applicable, binding and are incorporated by reference as though copied into this chapter in their entirety. Such codes are declared to be effective within the city limits of Ferris immediately upon receipt by the city and filing with the city secretary a copy of each code, and shall be used as codes for:
      (1)   Regulating the erection, construction, enlargement, alteration, repair, moving, removal, demolition, conversion, occupancy, equipment, use, height, area and maintenance of all buildings or structures in the city; and
      (2)   Providing for issuance of permits and collection of fees for such permits. All such fees, unless otherwise specified herein, shall be charged, assessed, and collected in the amounts and rates set forth in the city's fee schedule.
   (B)   Deletions, modifications, and amendments. The codes adopted in this section shall be subject to the exception and amendments to the following:
      (1)   Fencing.
         (a)   Permits are required for the construction of any fence within the City of Ferris, and shall include a survey of the property to ensure accuracy of proposed location.
         (b)   Wooden fence posts (treated or untreated) are prohibited.
      (2)   Driveways. Concrete driveways and sidewalk (IRC) should establish the following: packing requirements, sand bed, 18" o.c. re bar with #4 minimum rebar tied every other intersection.
      (3)   Water lines. Water supply lines shall be located a minimum of 12" below grade.
      (4)   Gas lines. Gas lines shall be buried a minimum of 18" below grade and must have a tracer wire.
      (5)   Meter and valve locations. Meters and valves shall be located a minimum distance of three feet from any driveway or sidewalk.
      (6)   Property maintenance.
         (a)   Parking is prohibited on any unimproved surface (including grass).
         (b)   Appliances shall not be stored on the exterior of buildings.
         (c)   Construction debris shall not be stored or staged on ground visible from a right-of way.
   (C)   Construction Board of Adjustment and Appeals.
      (1)   General. The Construction Board of Adjustments and Appeals shall be composed of the duly elected Mayor and members of the City Council of the City of Ferris, Texas. All references to the Construction Board of Adjustments and Appeals throughout this code mean the said Mayor and City Council of the City of Ferris, Texas.
      (2)   Appeals. Whenever the Building Official shall disapprove an application or refuse to grant a permit applied for, or when it is claimed that the provisions of the Code do not apply or that the true intent and meaning of the Code have been misconstrued or wrongly interpreted, the applicant may appeal from the decision of the Building Official to the Construction Board of Adjustments and Appeals within ten days from the date the permit is refused or a decision is made regarding the applicability of such Code.
