The City manager or his or her designee shall monitor water supply and/or demand conditions on a daily basis and, in accordance with the triggering criteria set forth in § 50.137, shall determine that a mild, moderate, severe, critical, or emergency condition exists and shall implement the following actions upon publication of notice on the city's website and/or Nixel or other methods deemed appropriate:
(A) Stage 0 - Normal water conditions.
(1) Goal: Monitor weather conditions. No reduction goal set for this stage.
(B) Stage 1 - Mild water shortage conditions.
(1) Goal: Achieve a voluntary 2% reduction in daily water demand.
(2) City management measures:
(a) All operations of the city shall adhere to voluntary water use restrictions prescribed in Stage 1 of this plan.
(C) Stage 2 - Moderate water shortage conditions.
(1) Goal: Achieve a 5% reduction in daily water demand.
(2) City management measures:
(a) All operations of the city shall adhere to voluntary water use restrictions prescribed in Stage 2 of this plan.
(b) All known water leaks will become priority to be repaired as soon as possible.
(c) Fire hydrant flushing activities will be minimized.
(d) Publish water conservation information on the city's website and/or Nixel.
(3) Water use restriction: All requirements of Stage 2 shall be effect.
(D) Stage 3 - Severe water shortage conditions.
(1) Goal: Achieve a 10% reduction in daily water demand.
(2) City management measures:
(a) Reduced irrigation of public landscaped areas.
(3) Water use restrictions: All requirements of Stage 2 shall remain in effect during Stage 3.
(E) Stage 4 - Critical water shortage conditions.
(1) Goal: Achieve a 15% reduction in daily water demand.
(2) City management measures:
(a) Discontinue irrigation of public landscaped areas.
(3) Water use restrictions: All requirements of Stage 2 and 3 shall remain in effect during Stage 4.
(F) Stage 5 - Emergency water shortage conditions.
(1) Goal: Achieve a 30% reduction in daily water demand.
(2) City management measures:
(a) All non-essential as well as landscape irrigation water use to be prohibited until further directed by the City Manager or his or her designee.
(3) Water use restrictions: All non-essential as well as landscape irrigation water use to be prohibited until further directed by the City Manager or his or her designee.
