It shall be unlawful for any person to sell, offer to sell or in any way provide for the serving of alcoholic beverages in any public park, unless:
(A) Such alcoholic beverage is sold or dispensed by the holder of a valid state alcoholic beverage commission alcoholic beverage permit and applicable city alcohol permit; and
(B) The alcoholic beverage is sold or dispensed in conjunction with a properly permitted event, as set forth in § 115.11.
