A Library Board of the city is created. The Library Board shall be comprised of 5 members to be appointed by the City Council, plus 2 youth advisors. The youth advisors shall not be voting members of the Board. The Librarian will serve as a non-voting member. Members of the Library Board shall be appointed by the City Council for a term of 2 years; provided, however, in order to establish staggered terms of office, up to 3 of the initial members shall be appointed for a 1-year term. Thereafter, all appointments, except for an appointment to fill a vacancy which shall be filled for the unexpired term, shall be for a term of 2 years. Youth advisors will serve 1-year terms.
