It shall be unlawful for any owner, keeper or walker of any animal to permit said animal to discharge its feces upon any public or private property (other than property of the owner, keeper or walker) within the city unless said person immediately thereafter removes and cleans up such animal feces. It shall be unlawful for any person owning or keeping any animal to allow its feces to accumulate so as to become a health hazard or nuisance.
