§ 91.060 RESTRAINT OF ANIMALS REQUIRED.
   It shall be unlawful for an owner to fail to keep an animal under restraint as follows:
   (A)   All animals shall be kept under restraint or enclosed on the property of the owner as defined in this chapter at all times.
   (B)   Owners shall exercise diligent care and control of their animals to prevent them from becoming public nuisances as defined in this chapter at all times.
