The Public Works Department or the garbage collection company designated by the City Council shall provide curbside collection service for the collection of refuse to each residential unit within the corporate limits of the city, 2 times per week, as scheduled by the Public Works Department or the garbage collection company designated by the City Council. Collection shall not be made on a holiday of the city or the designated garbage collection company.
