Every commode, wastewater drain, privy or other wastewater receptacle used on the premises which is not connected to the wastewater system or which is not connected to a septic tank or receptacle approved under this chapter or under other city ordinances, codes and regulations is hereby declared to be a nuisance and a public health hazard and shall be removed by the owner or occupant of said premises upon demand by the Director. Any such owner or occupant who fails to follow such removal demand as required by the Directory shall be in violation of this chapter and shall be subject to the penal provisions of the chapter.
