§ 32.20 POLICE RESERVE FORCE.
   (A)   Establishment. An auxiliary police force to be known as the Police Reserve is hereby established. It shall be composed of personnel who have volunteered to join the organization and whose application for membership has been accepted and who have complied with all the rules, regulations, and orders provided for the conduct and control of the members thereof. It shall be composed of not more than 25 members.
   (B)   Chief of Police to control. The members of the Police Reserve shall be under the authority, control, and command of the Chief of Police of the city, subject to all of the provisions of the City Charter, ordinances of the city, and of this section. Members shall be appointed from a list of eligibles compiled as hereinafter provided.
   (C)   List of eligibles. A list of eligibles, accompanied by a complete set of fingerprints or supplemented immediately by a fingerprinting by the Police Division, shall be compiled. The fingerprints shall be checked by the Identification Bureau to ascertain any criminal record of any such person. The application shall state the residence of the applicant. Each applicant shall furnish satisfactory proof of good character, temperate habits, freedom from communicable diseases, and physical ability to perform the duties of the position for which he or she seeks appointment. He or she shall furnish 3 references and attach letters of recommendation from those references to the application. The application shall be on the form prescribed by the Chief of Police and approved by the City Council. Each person whose name is on the list of eligibles shall subscribe to an oath that he or she will observe and obey the U.S. Constitution and the Constitution of this state, and that he or she will carry out the duties of a member of the Police Reserve Force of this city to the best of his or her ability. Other qualifications for eligibility shall be the same as for members of the regular police officers.
   (D)   Duties. The duties of the Police Reserve Force, subject at all times to the direction, supervision, and control of the Chief of Police, shall be to assist the regular members of the Police Department of this city in the enforcement of law and the maintenance of peace and order during periods of emergency designated by the Chief of Police. The Chief may by order establish rules and regulations to govern the Police Reserve Force, to fix specific duties of its members, and to provide for the maintenance of discipline. He or she may change these orders from time to time, and he or she may command members of the Police Reserve Force to obey the instructions of regular police officers in carrying out their orders. The Chief may prescribe other duties than those mentioned herein to be performed by the Police Reserve Force, not inconsistent with the provisions hereof.
   (E)   Identification. An identification card or such other insignia or evidence of identity as the Chief of Police may prescribe shall be issued to each member, who must carry the card or other identification at all times while on duty, and must surrender them upon the termination of his or her membership. All commissions shall expire automatically at midnight on January 31 of any year. A renewal of the commission for any ensuing year may be had by filing an application for same. This application shall consist of a postcard properly filled out by the applicant, giving his or her full name and address and the number of his or her existing commission. This application shall be filed with the Chief of Police. If application for renewal is not presented on or before January 31 of the year for which renewal is sought, then anyone desiring a commission as a member of the Police Reserve shall make application as in the first instance where an applicant did not hold a commission.
   (F)   Removal from membership; resignation. Membership of any person may be terminated by the Chief of Police at any time for any cause deemed sufficient by the Chief of Police. Any member may resign from the Police Reserve at any time, but it shall be his or her duty to notify the Chief of Police of his or her resignation.
   (G)   Diminishing the Force. The Chief of Police may by order diminish or expand the membership of the Police Reserve Force as exigency may require, within limit hereinbefore established.
   (H)   Power and authority.
      (1)   Carrying of firearms. Members of the Police Reserve Force shall carry firearms while on duty only upon the express written order of the Chief of Police.
      (2)   Breaking and entering. No member of the Police Reserve Force shall break into or otherwise forcefully enter upon private property or enter the dwelling or habitation of another person without the consent of the member of the Police Department of this city who then and there requests his or her aid in the enforcement of the law.
      (3)   Power of arrest. A member of the Police Reserve Force shall have the following powers of arrest and no others:
         (a)   He or she may arrest an offender without a warrant when the offense is committed in his or her presence or within his or her view, if the offense is one classed as a felony, or as an offense against the public peace; and
         (b)   He or she may lend physical aid to any regular member of the Police Department in making any lawful arrest when authorized by the Chief of Police or requested by any regular member of the Police Department of this city.
   (I)   Summary dismissal and publication. In addition to the penalties provided by law, any violation of law under color of the performance of his or her duties as a member of the Police Reserve Force, and any breach of the rules and regulations established by the Chief of Police, shall subject any member to summary expulsion, and the fact thereof may be published at the order of the Chief.
   (J)   False impersonation. It shall be a misdemeanor for any person to wear, carry, or display a Police Reserve Force identification card or otherwise deceitfully represent himself or herself to be connected with the Police Reserve Force, unless he or she is in fact a member thereof in good standing.
   (K)   Uniforms and badges. The Chief of Police shall prescribe the uniform and badges for the members of the Police Reserve Force and direct the manner in which the same shall be worn. Any person other than a member of the Force who shall wear that uniform or badge shall be deemed guilty of a misdemeanor. The members of the Police Reserve Force must wear uniforms and badges at all times while on duty.
