§ 30.15 ELECTION OF COUNCIL MEMBERS BY PLACE SYSTEM.
   (A)   Commencing with the City Council elections in 1980, Council members shall be elected by the place system.
   (B)   The ballot shall show each office of Council member as a separate office by place number, with the name of each candidate printed thereon under the specific office for which he or she is a candidate.
