§ 30.05 DEPARTMENT OF PUBLIC SAFETY.
   (A)   There be and is here and now created a Department of Public Safety for the City of Ferris, Ellis County, Texas.
   (B)   The Department of Public Safety shall encompass all police, fire and emergency medical services provided to the City of Ferris.
   (C)   The Department of Public Safety shall include a Director of Public Safety, and any other emergency personnel as deemed necessary upon recommendation by the director and upon approval of the City Council of the City of Ferris.
   (D)   A Director of Public Safety position shall be established and as such this position shall retain the position as chief law enforcement officer within the city.
   (E)   Director of Public Safety shall be appointed by the City Council and shall serve at the pleasure of the City Council and may be removed, with or without cause, by a majority vote of the City Council. The Director shall hire any emergency personnel positions that may be authorized by the City Council. In hiring any emergency personnel positions, the Director shall conform such hiring to all personnel policies and procedures established by the City of Ferris.
   (F)   All personnel of the Department of Public Safety shall serve at the discretion of the Director of Public Safety in accordance with the city's policies and procedures manual.
   (G)   The Director of Public Safety shall be compensated in the F9 pay scale and at a rate authorized by the City Council and adjusted from time to time.
   (H)   It shall be the duty of the Director of Public Safety to oversee all police and fire functions within the City of Ferris, maintain the emergency medical services training and program requirements, negotiate contracts for outside medical services performed by any other agency on behalf of the City of Ferris, negotiate and recommend to the City Council any contracts for police and fire services performed outside of the City of Ferris. All contracts for any service must be approved by the City Council of the City of Ferris.
   (I)   The Director of Public Safety shall report to the City Manager and shall perform duties as may be prescribed from time to time by the City Council or City Manager.
