SEC. 12.12. PURCHASES AND CONTRACTS. 
   The City Council, in conjunction with the City Administrator, shall develop a policy authorizing the execution of contracts on behalf of the City. All purchases and contracts shall be made or let in accordance with applicable State law and requirements thereof for bidding, quotations, or directly negotiated purchases.
