No street, alley or other public place within the City shall be vacated except by ordinance adopted by the Council approved by six (6) members thereof, after a public hearing before the Council upon ten (10) days published notice of the time and place of such hearing. A notice of completion of such proceedings shall be filed with the proper County officers in accordance with law.
