SEC. 10.04. POWER OF REGULATION RESERVED. 
   The Council may by ordinance reasonably regulate and control the exercise of any franchise, to the extent permitted by law. The value of the franchise may not be included in the evaluation of the grantee’s property for any purpose, including municipal acquisition of the grantee’s property by purchase or eminent domain.
