SEC. 5.04. ELECTION NOTICE. 
   The City Administrator shall give at least two weeks prior notice of the time and place of holding all elections and of the officers to be elected and proposals to be submitted, if any, by posting at least once in a public place and by publication at least once in the official means of publication.
