A regular City election shall be held on the first Tuesday after the first Monday in November of even-numbered years at places designated by the City Council. The City Administrator must give notice of the election in the manner provided by law; however, failure to give notice does not invalidate the election. There shall be no City primary election. The candidate for mayor and the four candidates for council member, receiving a plurality of the votes over the other candidates shall be elected.
