SEC. 4.06. RESOLUTIONS. 
   A resolution shall be presented in writing at the request of three Council Members. All resolutions shall be signed by the Mayor or two Council Members, attested to, filed and preserved by the City Administrator. All resolutions shall take effect immediately upon adoption or at such later date as is fixed therein.
