Except as otherwise provided in this Charter, all legislation shall be by ordinance. All matters relating to a specific municipal act shall be by resolution. The aye and no vote on ordinances and resolutions shall be recorded unless the vote is unanimous. An affirmative vote of at least five members of the Council shall be required for the adoption of all ordinances and resolutions, except as otherwise provided in this Charter. In the case of a tie, the required affirmative vote shall be four Council Members and the Mayor.
