SEC. 4.02. RULES OF PROCEDURE AND QUORUM. 
   The Council shall determine its own rules and order of business. Five Council Members shall constitute a quorum to do business, but a smaller number may adjourn to a time certain. The Council may by rule provide a means by which a minority may compel the attendance of absent members.
