The City Council (throughout this Charter “the Council”) shall be composed of a Mayor and eight Council Members. The Mayor shall be a resident of the City and elected by and from the electors of the City at large, and two Council Members shall be residents of the intended Ward and elected by and from the electors of each Ward, all of whom must be eligible to hold office under the Constitution of this State. Each member of the Council shall serve for a term of four (4) years and until his successor is elected and qualifies. The Mayor shall serve for a term of four (4) years and until a successor is elected and qualifies. One Council Member shall be elected from each Ward at each regular City election. The Mayor shall be elected at regular City elections. The Council shall be judges of the election returns.
