The boundaries of the City are the same as they now are or hereafter may be established. The City is hereby districted and divided into four wards known as the First, Second, Third and Fourth Wards to provide, as nearly as practicable, equal representation. Each Ward shall be composed of compact and contiguous territory. Ward boundaries shall be changed by ordinance at such time or times as provided by statute.
