§ 32.27 PUBLIC ARTS COMMISSION.
   (A)   (1)   There is hereby continued, as heretofore established, a Public Arts Commission consisting of five members for the city and under the supervision of the Council.
      (2)   All appointments thereto shall be made for a term of two years.
      (3)   The Council may appoint a public official as an ex-officio member only and not included in the above number.
   (B)   The duties of the Public Arts Commission are as follows:
      (1)   To act in advisory capacity to the Council in all matters pertaining to visual arts, theater arts, music and dance. To cooperate with other governmental agencies and civic groups in the advancement of sound planning of the arts in the city;
      (2)   To formulate and to develop policies for the acquisition, display and presentation of public art for approval by the Council;
      (3)   To advise the Council and other governmental agencies and voluntary civic groups on issues related to development of art related facilities and projects in public places;
      (4)   To make recommendations to the Council on the selection and placement of public art;
      (5)   To identify projects to the Council that can benefit from artists’ involvement;
      (6)   To seek financial support for the art in public places;
      (7)   To make recommendations to the Council on selecting and commissioning artists;
      (8)   To provide recommendations to the Council on the oversight and maintenance of public artwork after the work is in place;
      (9)   To make initial and periodic inventories of existing public art, location and condition and to locate and catalog potential public art sites;
      (10)   To aid in coordinating art related programs and services with other governmental agencies and voluntary civic organizations;
      (11)   To act in an advisory capacity in the preparation of an annual budget and long-range art improvement program;
      (12)   To perform such additional duties as may be assigned to the Commission by the Council; and
      (13)   To provide an annual written report to the Council as follows:
         (a)   Submitting a true copy of the minutes of all meetings held during the preceding year;
         (b)   Submitting a statement of requests for payment; and
         (c)   Submitting a report of all activities not set forth in the minutes.
