§ 32.21 BOARD OF PARKS AND RECREATION.
   (A)   There is hereby continued, as heretofore established, a Board of Parks and Recreation, composed of five members for the city and under the supervision of the Council. All appointments thereto shall be made for a term of two years. The Park, Recreation and Forestry Manager, or his or her designee, is an ex-officio member only and not included in the above number.
   (B)   The duties of the Board of Parks and Recreation are as follows:
      (1)   To act in an advisory capacity to the Council on all matters relating to the operation of the public parks, recreational facilities and related programs located within the city;
      (2)   To establish written rules and regulations for the use, management and operation of the public parks, recreational facilities and related programs, the same to be confirmed by the Council before they are placed in effect;
      (3)   To make recommendations to the Council for the improvement of the public parks, recreational facilities and related programs; and
      (4)   To provide an annual written report to the Council as follows:
         (a)   Submitting a true copy of the minutes of all meetings held during the preceding year;
         (b)   Submitting a statement of requests for payment; and
         (c)   Submitting a report of all activities not set forth in the minutes.
