§ 32.20 LIBRARY BOARD.
   (A)   There is hereby continued as heretofore established a Library Board composed of five members for the city and under the supervision of the Council. All appointments thereto shall be made for a term of two years. The Library Director, or his or her designee, is an ex-officio member only and not included in the above number.
   (B)   The duties of the Library Board are as follows:
      (1)   To act in an advisory capacity to the Council on all matters relating to the public library and related programs in the city;   
      (2)   To establish written rules and regulations for the use, management and operation of the public library, the same to be approved by action of the Council before they are placed in effect;
      (3)   To make recommendations to the Council for the improvement of the public library and its facilities; and
      (4)   To provide an annual written report to the Council as follows:
         (a)   Submitting a true copy of the minutes of all meetings held during the preceding year;
         (b)   Submitting a statement of requests for payment; and
         (c)   Submitting a report of all activities not set forth in the minutes.
