§ 32.02 MEMBERSHIP.
   (A)   Members shall be appointed by the Mayor and the appointment confirmed by the Council, at the first regular meeting in January of each year.
   (B)   Members serve at the pleasure of the Council.
   (C)   No member of the Council or an employee of the city may serve as a member.
