§ 31.41 CITY ADMINISTRATOR.
   (A)   The Council hereby delegates to the City Administrator general supervisory control over all departments and employees with managerial and operational authority and responsibility.
   (B)   The Council hereby delegates to the City Administrator the responsibility to hire, promote, discipline and discharge all city employees, except department heads, to the extent that the performance is not inconsistent with either a collective bargaining agreement or civil service regulation in effect. The City Administrator shall consider, but need not follow, any recommendation of the head of the department affected.
   (C)   The City Administrator shall make recommendations to the Council as to the employment of department heads, and as to the wages, salaries and employee benefits of all city employees.
   (D)   The City Administrator, in addition to taking an active part in the activities of all boards, shall assist board chairpersons in personal liaison work with the Council.
   (E)   The City Administrator shall act as City Clerk and City Treasurer where statutory reference is made to these positions.
   (F)   Any authority or responsibility herein delegated is subject to the continuing authority of the Council to reverse, modify or revise any action by the City Administrator or to revoke the delegation.
