§ 31.28 CITY COUNCIL COMPOSITION.
   The City Council shall be composed of a Mayor and eight Council members. The Mayor shall be elected by and from the electors of the city at-large, and two Council members shall be elected by and from the electors of each ward, all of whom must be eligible to hold office under the Constitution of the state. Each member of the Council shall serve for a term of four years and until his or her successor is elected and qualifies, except for the regular city election to be held in 1995, at which time each member of the Council so elected shall serve for a term of three years and until his or her successor is elected and qualifies. The Mayor shall serve for a term of four years and until a successor is elected and qualifies. One Council member shall be elected from each ward at each regular city election. The Mayor shall be elected at regular city elections. The Council shall be judges of the election returns.
