(A) Regular meetings. Regular meetings of the Council must be held on the first and third Mondays of each month at 5:30 p.m. in the Council chambers of the City Hall. If a regular meeting falls on a holiday, the meeting must be held on an alternate date as set by the Council and duly announced.
(B) Committee of the whole meetings.
(1) Committee of the whole meetings of the Council are additional regular meetings of the Council and must be held on the Wednesday immediately prior to the first Monday and the third Monday of each month at 7:00 a.m. in the Council chambers of the City Hall.
(2) If a committee meeting of the whole meeting falls on a holiday, the meeting must be held on an alternate date as set by the Council and duly announced.
(C) Special meetings.
(1) Special meetings of the Council may be called by the Mayor or by any three members of the Council by writing filed with the City Administrator stating the time, place and purpose of the meeting. The purpose must include all topics that will be discussed and/or acted upon at the special meeting and the meeting is limited to that purpose. Notice of the special meeting must be given by the City Administrator to each member of the Council at least four days prior to the time stated therein.
(2) Special meetings may be held without prior notice to the Council when all Council members are present at the meeting or consent thereto in writing. Any consent must be filed with the City Administrator prior to the beginning of the meeting.
(3) Emergency meetings of the Council are special meetings called because of circumstances that require immediate consideration by the Council. Emergency meetings are permitted only in cases of a true emergency, not just to deal with urgent business. Notice of the emergency meeting must be given by the City Administrator to each member of the Council at least 24 hours before the meeting.
(4) Notice to the public and to news media shall be given as required by statute.
(5) Special meetings of the Council which are adjourned are not subject to the foregoing notice requirements provided the date, time and place of the adjourned, continued or recessed meeting is announced and is recorded in the meeting minutes.
