§ 31.02 DEPARTMENTS AND ORGANIZATION.
   (A)   Creation of departments. The Council shall, by resolution, create and may in the same manner and from time to time abolish, rearrange and revise the various departments of the city.
   (B)   Organization and lines of authority and responsibility.
      (1)   The City Administrator shall maintain a table of organization in his or her office open to inspection by all city employees at reasonable times.
      (2)   The Council shall designate titles for department heads.
      (3)   (a)   All employees shall be responsible to, and subject to the supervision of, the head of the department within which they serve.
         (b)   All department heads shall be responsible to, and subject to the supervision of, the City Administrator.
