No license shall be granted or held by any person:
(A) Under 21 years of age;
(B) Who has beer, convicted of a felony or of violating any law of the state or local ordinance relating to sex offenses and/or adult uses; and
(C) Who is not the proprietor of the establishment for which the license is issued.
