It is unlawful for any person to sell, or keep, or offer for sale any beer without a license therefor from the city. This section shall not apply to sales by manufacturers to wholesalers or to sales by wholesalers to persons licensed by the city to sell on-sale or off-sale beer or intoxicating liquors, nor shall this section apply to sales to the public by persons licensed by the city to sell on-sale or off-sale intoxicating liquors.
