The owner of real estate may construct or re-construct sidewalks abutting thereon if he or she actually himself or herself performs the work, without compliance with the provisions of this subchapter; provided, however, that, the owner shall, prior to the construction or re-construction, file with the City Administrator an agreement to hold the city harmless from any claim arising therefrom and fully comply with all provisions of the code in any way relating thereto.
