Before a paving contractor’s license shall be issued, the applicant shall also file with the City Administrator a liability insurance policy or certificate thereof in the sum of $300,000 for one claim, and at least $100,000 property damage, and the policy of insurance with minimum limits shall be kept in force during the entire period for which the license is issued.
