§ 73.19 ROADWAYS, PUBLIC LANDS AND WATERS.
   (A)   Snowmobiles may be operated on roadways, public lands or waters only, as herein specified.
   (B)   It is a misdemeanor to operate a snowmobile upon roadways or public lands or waters, as follows:
      (1)   On the portion of any right-of-way of any roadway, trail or alley used for motor vehicle travel, except upon the most right-hand lane, except in passing, which is used for vehicle traffic in the same direction, other than on freeways, interstate, trunk, county state-aid, except Washington Avenue, or county highways;
      (2)   On any other public place, except as may be specifically permitted and designated in writing by the Superintendent of Parks and posted in at least three public places in the city. A copy of the listing of the areas designated by the Superintendent of Parks for operation of snowmobiles shall be kept on file in the Police Department and in the City Hall;
      (3)   At a rate of speed in excess of applicable state law;
      (4)   Other than single file on a roadway;
      (5)   Within the right-of-way of any interstate or freeway;
      (6)   Upon a roadway, except to make a direct crossing, and only as follows:
         (a)   The crossing is made at an angle of approximately 90 degrees to the direction of the highway and at a place where no obstruction prevents a quick and safe crossing;
         (b)   The snowmobile is brought to a complete stop before crossing the shoulder or main traveled way of the highway;
         (c)   The driver yields the right-of-way to all oncoming traffic which constitutes an immediate hazard;
         (d)   In crossing a divided highway, the crossing is made only at an intersection of the highway with another public street; and
         (e)   The crossing is made between the hours of one-half hour after sunset to one-half hour before sunrise or in conditions of reduced visibility, only if both front and rear lights are on.
      (7)   No snowmobile shall be operated upon a roadway unless it is equipped with at least one head lamp, one taillamp, each of minimum candle power as prescribed by regulations of the state, reflector material of a minimum area of 16 square inches mounted on each side forward of the handlebars and with brakes each of which shall conform to standards prescribed by rules of the state; and/or
      (8)   Any sled, trailer or other device being towed by a snowmobile must be equipped with reflective materials as required by rule and regulation of the state.
