§ 72.28 PERMITTED PARKING; EMERGENCY DECLARATION.
   (A)   The Director of Public Works shall declare a parking emergency at the times necessary to preserve the public welfare and to assure proper control of traffic during emergencies. The declaration, when made, shall be communicated to the office of the City Administrator who shall, in turn, advise news media so as to disseminate the information as quickly as possible. Notice of ending the parking emergency shall be given in the same manner.
   (B)   During the parking emergency, vehicular parking on streets, public parking lots and public property is permitted only as follows:
      (1)   In the central business district, as defined in the code and described as that area bounded by Cavour Avenue on the north, Whitford and Friberg Avenue on the east, Washington Avenue on the south and Vine Street on the west, parking is permitted between the hours of 6:00 a.m. to 11:00 p.m.; and
      (2)   In all other areas:
         (a)   Vehicles may be parked for 24 hours on the even street numbers side of the street commencing at 5:00 p.m. on even numbered days of the month;
         (b)   Vehicles may be parked for 24 hours on the uneven street numbers side of the street commencing at 5:00 p.m. on uneven numbered days of the month; and
         (c)   On streets where parking is permanently banned on one side of the street, parking shall remain as restricted, unless otherwise temporarily posted.
