§ 53.04 RATES AND CHARGES.
   (A)   Charges and rates shall be made against each lot, parcel of land or premises which may have an active sewer connection with the wastewater disposal system or which may otherwise discharge wastewater either directly or indirectly into the system or any part thereof. The charges and rates shall be based upon the quantity of wastewater discharged thereon or therein as the quantity may be measured by wastewater flow meters or the water meter serving the lot, parcel of land or premises.
   (B)   Occupants of any lot, parcel of land or premises discharging into the sanitary sewer but not using city water wholly or partly shall, at their own expense, be required to install meters or other measuring devices approved by the City Engineer to measure either the water used or the discharge to the sanitary sewer. Occupants of any lot, parcel of land or premises desiring credit for water consumed for purposes where the water is not returned to the sanitary sewer, must at their own expense, separately meter the water for the uses.
   (C)   Charges for residential sewer service shall be based on a “winter quarter” meter reading. The “winter quarter” meter reading shall include three of the following months as shall be designated by the Council: November; December; January; February; and March. The amount of wastewater discharged in the “winter quarter” shall be used to compute the quarterly charge for each residential user and the charge shall apply for the remaining three quarters of the year. Charges for commercial and industrial sewer service shall be based on the metered wastewater flow measured quarterly.
   (D)   For any lot, parcel of land or premises from which connection is made with the wastewater disposal system, or which discharges wastewater into the wastewater disposal system, either directly or indirectly, the charges and rates for the first payment period after the beginning date of wastewater discharge into the wastewater disposal system, shall be based upon the per the pro rata amount of the FCC and RCC and the wastewater discharged at the established rates.
   (E)   The pretreatment program provides for the recovery of costs from industrial users of the wastewater disposal system for the implementation of the program. The applicable charges or fees shall be set forth in the schedule of rates and charges to be adopted by the Council. The charges and fees may include:
      (1)   Fees for monitoring, inspections and surveillance procedures of industrial wastewater flows;
      (2)   Fees for permit applications;
      (3)   Appeal fees; and
      (4)   Other fees as the city may deem necessary to carry out the requirements contained herein.
