These rules, regulations and rates are declared to be necessary for the efficient, economic and safe operation of the city’s wastewater disposal system, and for the protection of the health, safety and general welfare of the public. The rates and charges hereby imposed are intended to distribute the costs of operation and maintenance of the wastewater disposal system in the most proportionate manner possible upon all users of the wastewater disposal system and in compliance with applicable standards and regulations of the state’s Pollution Control Agency and the United States Environmental Protection Agency.
