If, for any cause, the plumber laying the service pipe shall fail to have the excavation ready for tapping the main prior to 4:30 p.m., he or she shall be billed the prevailing rate for overtime for the tapper. If the plumber requests a tap on any day the City Hall is closed, the overtime shall be billed the plumber.
