§ 52.22 WATER METER AND OUTSIDE REGISTER SETTING.
   All water meters and outside reading registers shall be installed in accordance with the following regulations.
   (A)   The service pipe from the city water main to the meter, where the same enters the building, shall be brought through the floor in a vertical position. A valve shall be installed not less than 18 or more than 30 inches above the floor.
   (B)   The meter shall be so located that the bottom is from 18 to 30 inches above the finished floor line. The meter shall not be set more than 12 inches, measured horizontally, from the inside line of the basement wall. Deviation from these standards may be made only with written permission of the City Administrator. Meters larger than one inch shall be set on a pedestal. All meter installations shall have a valve on the street side of the meter. In no case shall there be more than 30 inches of pipe exposed between the point of entrance through the floor and the meter valve. All services one inch in size and larger shall be provided with an approved valve on each side of the water meter. The city shall approve the valves used. The licensed plumber shall purchase all three-fourths-inch meter valves and one-inch meter valves from the city. No other meter or service valve will be permitted to be used.
   (C)   Inside and outside wiring shall be in accordance with the specifications of the city.
   (D)   Meter and valves shall be kept readily accessible at all times.
