§ 52.02 WATER AVAILABILITY CHARGE.
   (A)   (1)   Any person desiring a permit to connect to the municipal water system shall make written application to the City Administrator on a form furnished by the city. Applications shall contain an exact description of the property to be served, estimated amount of water to be used per month, and the uses to which the water is put and other information as may be reasonably required.
      (2)   Before a permit is issued allowing a connection to a water line or main in the city, there shall be paid a water availability charge in an amount adopted by resolution of the Council for each service availability charge unit assessed to the connection.
      (3)   For the purposes of this section, the water availability charge unit will be computed as follows.
         (a)   Single-family houses and each duplex unit shall comprise one unit.
         (b)   Each condominium apartment and townhouse living unit shall comprise 80% of a unit.
         (c)   Mobile homes shall each comprise one unit.
      (4)   Other buildings and structures shall be assigned one unit for each 100,000 gallons of flow which is estimated they will consume annually; and commercial and industrial structures shall be assigned a minimum of one unit.
      (5)   The standard water availability charge units for various commercial, public and institutional facilities are as listed in division (B) below.
      (6)   The City Engineer shall determine which type of facility and parameter shall apply for each water connection requested. The water availability charge for a facility not included in the above list will be determined by the Council. A request for a water availability charge unit determination shall be made prior to the issuance of the building permit.
      (7)   Structures which contain two or more facilities shall be charged a combined amount equal to the total water availability charge for each facility.
      (8)   The water availability charge unit shall be a whole number, with fractional portions resulting from calculations rounded to the nearest whole number.
      (9)   Each new connection into any city-owned part of the water distribution system shall be subject to a water availability charge.
      (10)   The minimum water availability charge shall be an amount adopted by resolution of the Council.
