(A) All revenues derived from the rates and charges shall be deposited in the Refuse Collection Fund.
(B) The revenues shall be used only for the purpose of paying the cost of operating and maintaining the sanitary landfill, providing adequate refuse collection service and in all things financing the cost of providing city refuse disposal.
