Sanitation crews employed by or under contract with the city, licensed haulers or private parties may dispose of refuse at the city landfill or other facility maintained by the city for that purpose, at the hours established by resolution of the Council. Sanitation crews employed by or under contract to the city may dump at any time. Disposal of refuse at other times or places than herein specified is hereby declared unlawful.
