The city shall determine the size and sufficiency, suitability and sanitary condition of the containers required herein, and shall have the power to require replacement of unsuitable equipment and the cleaning and airing of equipment in use under penalty for violation thereof, and disobedience or willful neglect to obey an order of the city in connection therewith shall be a violation of this subchapter.
