(A) There is hereby established a city collection service and all persons within the city shall dispose of collectible refuse by the city collection service only and shall not transport or dispose of refuse by any other means.
(B) However, in unusual cases where the collection or disposal of refuse by the city collection service is impractical, the owner or occupant of any premises may transport and dispose of the refuse in each individual case pursuant to permission applied for and granted by the City Administrator, and under his or her direction.
