All rates and charges for municipal utilities not regulated by an agency of the state, including, but not by way of limitation, rates for service, connection and meter reading fees, disconnection fees, reconnection fees, including penalties for non-payment if any, shall be fixed, determined and amended by the Council and adopted by resolution. The resolution, containing the effective date thereof, shall be kept on file and open to inspection in the office of the City Administrator and shall be uniformly enforced.
