On or before June 1 of each year and at other times as may be ordered by the Council, the city may publish notice in the official newspaper to cut and remove all weeds whether noxious or not, and cut all grass, on private property having attained a height of six inches, and on non-traveled portions of abutting streets, within ten days after the notice. If weeds are not so cut and removed, or if grass is not so cut, the city may do so and keep a record of the cost attributable to each property.
